Moving saved games from one gamer tag to another xbox 360?

I have two gamer tags, one is online and the other isn't. I wanted to move all my saves from the one that isn't online to the one that is. Not that it makes much of a diffence. Can I do that without getting a memory card? it says that i can't copy saves from one gamer tag to the next but perhaps i'm doing it wrong.
