How can I upload a Gamer Picture for Xbox 360 Live from my computer?

I went to Xbox.com and logged in and tried there but it only gives you the option of an Xbox Live picture, doesn't ask you to browse for one that you can upload...How can I upload a Gamer Picture for Xbox 360 Live from my computer?You can't upload your own picture.
